To ensure that you hear Siri's responses, you can ensure that the volume is audible. You can follow these instructions to ensure the volume is set how it should be:
Change Siri's volume on your HomePod
You can ask Siri to speak louder, quieter, or at a specific volume. Say "Hey Siri," then say something like:
"Speak louder."
"Always speak quieter."
"Set your volume to sixty percent."
HomePod automatically adjusts Siri's response volume based on the level of noise in the room, your distance from HomePod, and how loudly you're speaking to Siri. You can turn automatic volume on or off by saying, "Hey Siri, turn on automatic Siri volume," or "Hey Siri, turn off automatic Siri volume."

This appears to be a change in behaviour with a recent firmware update. Successfully completed requests often elicit a discrete ba-dum noise rather than verbal feedback. I don't believe there is an option to restore the old behaviour.

I can confirm turingtest2’s observation. After 16.3 my HomePod Mini no longer verbally confirms a command but simply plays the mentioned ba-dum sound. I see no option to restore a verbal response.
