QuickStart for iPhone to iPad transfer

When I run QuickStart to transfer data from my iPhone to a new iPad Air, the option for direct transfer from iPhone is missing (there is an option for direct transfer from Android).

iPhone XR (iOS 15.6.1), iPad 5th generation (iPadOS 16.3)

All true, but as noted in my question my iPhone meets the criteria..iOS 15.6.1. The problem comes after this point, where the specific source for transfer to the iPad is to be selected...it does not list the iPhone.
