We understand that Continuity Camera is not working. What happens when trying to use this feature? You want to make sure that you're using this feature is a supported app and with the latest software version installed. Check that both Wi-Fi and Bluetooth are enabled. You will also need to have two-factor authentication enabled on your Apple ID.
Use Continuity Camera to scan or take a picture in these supported apps:
-Finder
-Keynote 8.2 or later
-Messages
-Notes
-Numbers 5.2 or later
-Pages 7.2 or later
-TextEdit

I have been struggling for months trying to get Continuity Camera to work, just getting messages that 'Could not import from iPhone - The device timed out'.
I re-installed everything, scrupulously fulfilled all the requirements specified by Apple, but still not working.
Turned out the answer was - it does not work if the computer is using a VPN - in my case ExpressVPN. No idea why not. Turn off the VPN and CC works perfectly. Aaaargh!
It only works with the Mail app, but not Messages or Notes, even though I have the lates iOS on my iPhone and the latest OS on my 2017 Macbook pro, and I'm signed onto both with my Apple ID.
