My macbook 2020 icons shrink when connected to an external tv (not all) via hdmi

when you select [√] Mirror displays, BOTH displays are set to a common resolution that both appear to be able to attain, and are serviced by the same display-generator in lock-step.
de-select Mirror Displays, and the displays will form a larger "extended desktop":
