Private Browser windows don't restore from last session (macOS 12.6.3 / Safari 16.3)

I updated to macOS 12.6.3 this past week, and I'm seeing a new issue where private browser windows do not restore when quitting/relaunching Safari. My "Safari opens with" preference is set to "All windows from last session" (not "All non-private windows from last session"). I use private windows exclusively, and this has always worked as expected until this update.


Is anyone else seeing this issue or have suggestions on a fix?

I do have exactly the same issue, I basically lost about 30 tabs with this update. And I can't restore them because I use Safari in private mode only.


Now I basically loose all my tabs with every restart of the Mac, which is unacceptable. On the other hand I don't wann make the compromise on the privacy part.


Yet I haven't see a fix or workaround for this.
