In 2012, I purchased Sid Meiers Pirates for iPad and since resetting my old iPad 2 I wanted to reinstall it, as it is not compatible with newer the newer iPads. However, it is the only app that does not appear in purchased items although it appears in my purchased history.

Apparently, the app has been removed from the App Store.
If an app has been removed from the App Store, you can no longer download and/or update it.
I also have some paid & free apps here, and those apps have been removed from the App Store.
Sometimes an app is removed from the App Store because the developer has stopped updating, or for other reasons.
