refund request failed-accidentally purchased an app which cannot be used

I just bought an app that I don't think is user friendly app. So I asked for refund but was told is not eligible for refund. Tha app costs me $399+taxes. But I regretted to purchase it which I don't know how to use it.

If Apple has notified you that it is not eligible then so be it.
