Siri won't call unless I unlock my iphone

Hello, I have this problem, Siri does everything when my iphone 11 is locked but it won't make any calls. It asks me every time to unlock my iphone which is a pain.

Any solution?

And yes the "use Siri when iphone is locked" is on.

I've just downloaded the last iOS and still not working.

Go to Settings > Face ID and here make sure these are on:

From what I see you are on 15, not 16 (iOS).
