There are times something in a posted steps outside the Boundaries / Rules that govern these Apple Support Community.

Only the Moderators have the authority to make that judgement and then action it as they deem appropriate.

Not sure how it's annoying. If it bothers you, don't use it.

It can't be deleted. No Apple apps installed with Ventura can be.

FWIW, what you wanted to disable was Quick Notes.
