It would help to know what it is you are trying to accomplish. Are you trying to use the store in another country or use a payment method from another country? Apple's system is regional. In other words, you live in a country with your account set to that country, using an address in that country, and you use the services available in that country. If you are in the USA it will expect to see a phone number conforming to the US format.
