Recover Apple ID from deceased partner

My partner passed away last year,her phone number is no longer in existence and I cannot find her apple id

i have tried to reset but can only find an option which needs her old phone number

Apple ID I need to reset an I phone 12 of a deceased loved one and do not have her Apple ID or password. The phone was purchased under my name and I do have the receipt. Any insight would be greatly appreciated
