i need to buy extra icloud storage for my icloud so i can download apps?
anyways it won’t let me pay with my apple iD balance. i can’t even get into my email and it’s extremely important that i do.

You can pay for it with your account balance, but Apple may also require you have a valid payment method such as a debit or credit card also be present on your account even if it isn't charged for the subscription.
