Add Member on Family Sharing button not working

I am running iOS 16.1 on an iPhone 12 max. I’m trying to add another family member to my family sharing and when I get to the part and click on the blue add button, it brings up a screen with a spinning wheel, which stays on for a couple of seconds and then disappears putting me back to the add family screen.

Update your iPhone. You mentioned that your were running iOS 16.1. The latest compatible version is iOS 16.3. Completing this step ensures that your device has the latest fixes. (Secure your data with a backup)
