says "Apple Watch Series 6 require an iPhone 6s or later with iOS 14 or later."
I have bought an Apple Watch Series 6 and tried to pair it with an iPhone 6s with iOS 15.7.3 but it refused to pair and tells me that it needs an iPhone 8 or later with iOS 16 or later.

The secifications were correct at the time Series 6 were launched.
If it was pre-owned and the previous owner updated the series 6 to OS9, or if you got it from the Apple Refurbished site where it may have left Apple with OS9, then you must have an iPhone 8 or later with iOS16 or later
If you got it from Apple and the specs were wrong on the site then contact Apple Support for how to return the Watch.

But the article you drew your information from is from 2021. Things change and Apple hasn't sold Apple Watch 6 for a couple years now, so it is not updated, but it was accurate at the time of publication.
Your options here are clear:
My obvious question then is. Is there any way of reverting the OS of the Apple Watch to the previous version? (I paid only £159 for the watch and wanted to use it with my wife's old iPhone 6s)
Whether downgrading is possible or not (I assume not) the Apple Technical Specifications web page obviously doesn't tell the whole truth because it should say "Apple Watch Series 6 requires an iPhone 8 or later with iOS 16 or later, unless it still has its old OS, in which case an iPhone 6s will suffice."
BTW the only new Watch you can guarantee will pair to iphone 6S is Series 3 available from Apple refurb store for about $£€350 but a lot less from clearance stock at resellers.

With a non Apple bought item it's between you snd the seller, but caveat emptor.
OK but the Apple Technical Specifications web page is still not really correct.
