Messages Keep Appearing

I have deleted messages from my phone over and over, but they keep coming back. I sync with iCloud and have deleted them from both iPad and iPhone 14 Pro Max, yet they keep appearing on my iPhone. I e even gone so far to reset my phone completely and set it up without using a backup. Started from scratch. Yet they still appear. They seem to be SMS messages and not iMessages. I have tried everything I can think of and searched every internet post I find and tried what they recommend. All to no avail.

I and sure I am not alone in this, but can’t figure this out for the life of me. I do use iCloud for backup and sync. However, when syncing these messages have all been deleted numerous times and they keep coming back. There’s no excuse for this that I have found.
