Home sharing is on. I can access my photos in the screensaver setup. But nothing happens after that (except for the spinning circle of death). Also, the device won't upgrade to 16.3. WiFi network is strong, so it's not the WiFi connection.

First, try a cold restart of the Apple TV box, computer, and router. Unplug from power for a minute or so, for devices that can’t be turned really off otherwise.
