please explain to me why i keep seeing potential charges for $29.99

Start here:

If you see 'apple.com/bill' on your billing statement - Apple Support

If you DO NOT see a corresponding purchase in your Apple purchase history, immediately put your card issuer or bank on notice of potential compromise/theft of your card number.

There are frauds where major retailers are "spoofed" by criminals who got access to your card number. When it happened to us, the charges showed Target Stores, who had no record of transactions with us.

In that case, only your card issuer can correct that. AMEX had the fraud we suffered identified, removed the charges and issued my wife a new card number, all in just over 24 hours.
