An IP Address is dynamically assigned by the network you are connected to.

Yeah but theres dns, ip, and mac (device id) spoofing. Amongst whatever other known threats are being used for stuff like DDOS attacks.

if you’re being re routed to different servers or can’t access pages or your router/isp settings have changed then it’s probably not something you can mitigate yourself. Call the isp and let them know.

otherwise you would want to have someone with networking expertise to come out.
