iCloud storage is not assigned by device (iPhones). iCloud storage is assigned by person. Each person (Apple ID) is entitled to 5GB of free iCloud storage.

Yes, if you only need 5 GB of storage. No, if you want to have any kind of storage capacity......enough to back up the phone, for example.
