I. Clear the Temporary Internet Files:
II. Restart your Router:
III. Boot in Safe Mode:
In Safe Mode, Login Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting another download. For instructions, go here: How to Use Safe Mode on your Mac - Apple Support
IV. Try a New Admin User:
What happens when you create a new administrator user, and log into it? Do you still get this error? If not, then it is likely an error with the current user. If so, then it is likely an error with your Mac.
V. Reset your SMC and your NVRAM:
(Applies to Intel-Basel Macs Only) Sometimes changes (i.e. Installations) are made to the system and then settings (i.e. Networking) become corrupted, technically. So, reset both on your Mac. So, reset the SMC and reset the NVRAM or PRAM. It might take three tries. to fix this. So, be certain you have the time to do so.

A Couple of Other Thoughts...
A. Try a Different Web Browser:
What happens when you try downloading using a different Web browser? Are downloads any different? Get them in the App Store.
B. Reinstall the macOS Anew:
Putting the "virus" controversy aside, it should work like new once installed.
Perform the following in the order provided:
I. If it applies: Back Up your Mac with Time Machine - Apple Support. Also, write down or take a photo of all of your Applications - you will need to reinstall them all later, by contacting the Developer(s) of the app(s). Ask them for a new install key.
Then...
II. Reinstall the macOS Anew:
Once Installed Anew...
III. Reinstall All the Software:
1. Go to settings->network->->details->hardware 2. Change "Configure" to "manual" 3. Change AVB/EAV to off (or change duplex to "flow control") 4. Click OK at the bottom right of the dialog to save settings. 5. Go back to settings->network->->details->hardware 6. Change the setting you changed before back to what it was (AVB/EAF —> change back to ON or Duplex back from "flow control) 7. Click OK to save changes. Keep the Configure setting to Manual, not Automatic.

Use the Activity Monitor:
See what id taking the most out of the CPU. Is it Safari? Or is is something else? To Find Out, use Activity Monitor
I have checked the activity monitor and when I go into a site and then try to open or download the amount of memory used greatly increases at one point using over 300MB. This is not an acceptable speed for downloads for any computer. My old Mac Pro 2009 is way faster.

Get Optimum Use of your ISP DTR Subscription:
What is the CPU usage of Safari on your 2009 Mac? Your router would rule the speed of things, along with the DTR subscription of your ISP. So, if you are paying for 1GB/s DTR (Data Transfer Rate), yet are using a 300MB/s DTR modem, then you are not making optimum use of your ISP. So, maybe upgrading to a router that is greater (just over) that of your ISP would sooth the output.

Completely reinstalled IOS and the same thing. 121MB file download is going to take 5 days. Now it's up to a week.
Talked with support. It is a bug and they walked me through the fix. It will be dealt with in a future update. Good response from the tech people.
Is it a fix that you might easily share with the Community?
In what kind of "Network"? Wifi or Ethernet?
