Does anyone know to change the color of folders without using Preview ("new from clipboard" is greyed out, so I don't have permission to copy and use existing file folders to create new colored ones). I have Mac OS Monterey.

You need only the Finder. Select one with the color you want, press Command-I to open the Info window.
Select the icon at the top left, and press Command-C to copy.
Then do the same with other folders, and paste.

Thank you, I finally figured out I can just paste images onto them. There are a series of videos that have a complicated process they tell people to do with Preview, but it's not necessary for what I'm doing.
You don't need Preview at all. New from clipboard just makes an image file you can use to paste into the icon well. If New from clipboard is grayed out, you don't have an image copied to the clipboard, so nothing would work. You need an image to paste.
