Am no expert in this area, yet your question surely deserves an answer.
Seems the main purpose of iCloud is to "sync" the content of various Apple devices to keep it all accessible from any of the devices. (NB: However, if you delete something from a device, it also deletes from iCloud and synced devices.)
Some people also use iCloud to store device back-ups, so data can be restored if lost. Others back-up to a computer or to external hard-drives

Family sharing seems to be independent of iCloud, but can include iCloud.
Apple support has articles online to help with adding / removing family sharing

To Stop Sharing iCloud with Family Sharing:
The "Family Organiser" who set it up can:
Try selecting "Stop Sharing with Family"
eg: on iPhone: go to Settings > [tap your name] > Family Sharing > iCloud+
