If you have the older keyboard and mouse with AA batteries? Then you will need to use a USB keyboard and mouse to get those paired up.
If you have the latest rechargeable keyboard and mouse? Then connect them to the iMac with the supplied charging cables.

I have a wireless Apple keyboard and mouse but the iMac doesn’t recognize either on startup.
