I’m getting an error trying to markup PDF documents I have saved to files, specifically bank statements. I am getting a message saying “without the owner password, you do not have permission to save this document. Then it deletes the mark I’ve made. According to another thread with this same issue, they are saying we need to get the password. That is incorrect. The bank does not have a password on the document. This is something I’ve been able to do for years. Why is it no longer working and how can we fix it?

Per the support article Password-protect a PDF in Preview on Mac:


"You can protect a PDF with a password that must be entered to open the file. You can also set a password to manage access to features such as printing, copying text, and adding annotations."


If the PDF in question has a password, it was set by whoever created the document and it would be necessary to obtain that information from them in order to make annotations.


You can try the steps under "Manage permissions for a PDF" to see if it's possible to edit those permissions, or possibly copy and paste the content of the document in question to a new file that you create which would not have those permissions set.
