Apple TV Plus Subscription in India for non-Apple device users doesn't work

Currently, there's no process through which anyone from India can subscribe to Apple TV Plus services without an Apple device. Therefore, even though there's an Apple TV+ (IN) web address that can be accessed using any browser on a Windows PC, you cannot effectively subscribe or watch any of the programs. I assume ten of thousands of willing users in India are unable to subscribe to the services because the webform is erroneous and has no option to add a payment method at all to complete the process.
