How do I know if someone is turning off their location services?

If I share locations with my boyfriend, and all of a sudden his location says “location not available” for a few hours, but then I can see his location again later on in the day, does that mean he’s turning off his location services under settings for the time being?

iPhone 14, iOS 16

That is a possibility, but more likely the phone simply does not have a good Internet connection where it is located at the time.

If a user turns off his/her phone for a time to save the battery, the location is going to show as not available.

I can drop my wife off at the grocery store and park the car in the parking lot and wait, and sometimes I cannot see her location for awhile, even though I know she is in the grocery store.
