If I have a new iPhone 14 pro max from the iPhone upgrade program. And the carrier I selected is for Verizon and I want to switch to another is it capable?

You would have to call Verizon and ask them if they will unlock the phone.
If you purchased the phone less then 14 days ago, return it for a full refund, then purchase either an unlocked phone or a phone locked to the carrier of your choice.
