Does anhyone else encountering a lag in the notification centre? More specifically, in home screen when you swipe up to show you the notification centre, the bar “notifications centre” goes up and then down

idk much. Actually I bought used iPhone 12 pro and I was unaware, I just updated my device as everyone does after getting a device. I am really regretting my decision of buying iPhone just bcos of this lag in my notification centre. :(
The issue is to see if other users have the same problem as it appears to be a software bug
I am facing the same issue on my iPhone 12 pro with ios 16.3.1 stable release.
It started with iOS 16.3 for me on my 14 pro max, continues with 16.3.1 and hope for fix with iOS 16.4! It is really annoying to have such lags on iOS
Sometime Apple will wake up and instead of releasing unnecessary features will finally focus on user interface and smoothness of the software
it reflects ios is overrated in terms of smoothness. My mid ranger android scrolls better than this ios junk!
Same with iOS 16.4.1 and iPhone 13.
