I’m unable to purchase/download apps due to a debit/credit card issue because of a subscription but when I cancel them it still does the same

I’m unable to purchase/download apps due to a debit/credit card issue because of a subscription but when I cancel them it still does the same and than it requires me to put in credit card information that I don’t have.

iPad, iPadOS 16
