How do I test my new apple watch to answer a call? it doesn't ring

I just received my new Apple Watch SE . It wont ring but it does place calls and texts .

Initial incoming calls and texts appear on your Apple Watch or iPhone, but not both. If your iPhone is unlocked, you get notifications on your iPhone instead of your Apple Watch. If your iPhone is locked or asleep, you get notifications on your Apple Watch, unless your Apple Watch is locked. For more info, see:

It’s working properly now . It probably needed time to work properly. if I were to turn off my cell phone will my watch still ring and operate? Second off if I were to forget my cell phone at home and take your watch will it still work my watch SE?
