Picture messages won’t load nor send when I try to send a picture message

Picture messages that get sent to my my device won’t load nor the picture messages that I send load either

Trouble with iMessage? Is anyone having difficulty sending iMessages with photos after this update (16.3.1)? I’m have two issues (both depicted below) w my iPhone 8: Short videos and pictures showing up as grey boxes Messages sent with videos or pics are not delivered. Im able to send the same pics/videos with my iPad.

pictures in imessage won’t show when I send a picture via imessage the other see only blank message, when I receive a picture it shows I have to download it but it never does
