Two iPhones, iCloud contacts not syncing
I have a user with two iPhones, both signed into the same Apple ID and contacts, only contacts, are not syncing between them. Any suggestions?

They don't sync between each other they both sync with the same email account in the web.
So on both iphones,
With ICloud contacts:
Settings, [your name], iCloud, (show all) make sure Contacts is green (on)
BUT if they both use a third party provider like Hotmail or Yahoo for storing contacts:
Settings, Contacts, Accounts, tap the relevant account, make sure that Contacts is green (on)
