Mail including attachments in reply

I have a specific issue (almost a bug I think) with Apple Mail.

If I reply to an email attachments are "named" but not included (as you would expect).

If I forward an email I'm prompted whether to include attachments or not (and it works as expected).

Issue: I often reply to an email but move the "to" recipient to "cc" and put a new name in "to". This causes ALL attachments and embedded links to be attached. This did not happen in Monterey.

Anyone got a solution?

Can you verify your software is up to date…

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2

Thanks. I just did that and the result was that it is up to date. I'll keep trying but the update doesn't mention this in the list of fixes.

Not all fixes are listed, but we have to start with the current macOS to eliminate a version issue.

you can from the Terminal.app query the Update Tool manually, copy and paste:

sudo softwareupdate -i -a
