If you have iCloud Photos enabled on your device, and your iCloud storage is not full (otherwise changes wouldn't sync), deleting a photo in such device's Photos app should work. The photo would go to the Recently Deleted section in the Photos app. There, you can remove it permanently from your iCloud (and therefore your Apple ID).
An alternative approach would be to sign into iCloud.com and perform the mentioned steps.
