Eliminating an Apple ID account for a deceased person.

My husband passed away in 2019. At that time I closed his email and shut down his cell phone. However, my computer has kept this eliminated information and I don't know how to get rid of it since it sometimes interferes with my Apple ID service. I tried to get in under the old email but the verification code gets sent to his no longer in existence phone. Is there any way I can just close down his Apple ID account?
