Force download of all remaining iCloud files to Mac iCloud SSD

I upgraded my MacBook Pro to 4 TB SSD. I have 2 TB of iCloud storage with ~ 1 TB of files. I have a Mac mini and Mac Pro each with ~ 1 TB of storage. All computers are on iCloud with the iCloud Optimize Mac Storage checked "ON". I understand that the computers with ~ 1 TB of SSD will not down load all of the iCloud files and that is fine. My MacBook Pro however has to have all of my files available at all times, internet connection or not. The restore of the iCloud files to the new SSD was fine (took 48 hours) and "most" of the files are down loaded .... but not all. This remaining fraction amounts to hundreds of folders and many thousands of files. Clicking the download icon on any folder gives the error "The item could not be downloaded.... check your internet connection." Clicking an individual file downloads that file just fine. Control clicking a folder download icon yields the same error.


There does not seem to be anyway that I can force the non-downloaded content of a folder or sub-folder to be downloaded to my Mac. The other answers on discussions.apple.com do not clearly answer this question. I am reluctant to just turn off the iCloud Optimize Mac Storage on my MacBook Pro as I don't know if it applies to all of the Macs on line or just my 4 TB MacBook Pro. It is not clear that turning off optimization forces all files to be downloaded or has other, more sinister impacts.
