How to stop windows from resizing when you try to drag and move them around the screen.

Since my latest OS update to Ventura, every time I try to move a window around on my screen, it automatically resizes to fill the monitor and overtakes the screen. This is REALLY frustrating when I'm on a Zoom call and trying to move between windows to present material. It makes me look inept and is crazy frustrating. How do I turn off this "helpful feature"?

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.1
