Add Transit Card to Managed Family Share Apple Watch

My son has an Apple Watch that we've set up with Family Sharing with no iPhone; he's 13. How do we set up a San Francisco Clipper Card transit card on his watch? On the watch there are two transit card options, both from Japan, but Clipper is missing.

It's really hard to find documentation about what doesn't work on Apple Watch under Family Sharing without an iPhone - can you point me to where we can read about this?

Any help is appreciated!

"Add a card on Apple Watch

You can add Apple Account, credit, debit, and transit cards, right on Apple Watch.

Open the Wallet app on your Apple Watch.
Scroll to the bottom of the screen, then tap Add Card.
Choose Apple Account, Debit or Credit Card, or Transit Card; then follow the onscreen instructions.
