Old iPhone XR
I have a old iPhone XR with no SIM card , I’m trying to activate it but it keeps saying I need to update it and I keep shutting it down but it keeps saying the same thing.
how can I activate it?

You must have a SIM card in your phone to activate it. Note: you can borrow a SIM card for the activation process and then remove it. See this:
