Ethernet not working even though it says "Connected"

I've tried to troubleshoot my Ethernet connection with information from other sources but have had no success. In my case, when connecting my Mac (macOS Ventura 13.1) and going to Network settings I have seen the following settings in different occasions (images attached). As seen there, the Router setting is always empty. The adapter and cable are good as I've tried them in a different place and work fine. What can I do to trouble shoot this? Thanks!

Your response is not helpful. The hardware gets disconnected and reconnected over and over. I've tried the Belkin adapter and the same thing happens. This goes on for hours and hours until finally it gets connected. The problem is a software problem on a particular M1 because I have another one that is working correctly. The only difference is that I've upgraded to the latest OS Ventura 13.2.1 on the broken one. Today the broken mac decided to never connect.

Wondering if Apple support's article (link below) is of any help:

Connect to the internet with your Mac - Apple Support

Says:

"Connect using Ethernet

To use a wired connection to the internet, connect an Ethernet cable between your router or modem and the Ethernet port on your Mac.


Some Mac models require an Ethernet adapter, such as the Belkin USB-C to Gigabit Ethernet Adapter or the Apple Thunderbolt to Gigabit Ethernet Adapter."

You might want to try turning off any third-party (non-Apple) apps that may be causing interference. .. unnecessary ad-blockers, virus-checkers and the like, (or software that has become incompatible /needs updating), even VPN, can cause issues. (.Using an uninstaller from the developer(s) is the best way to delete such apps.)
