Duplicate text from voice text

I almost exclusively use voice to text for my text messaging on the Messages app. If I voice a message and make any edits to it, it posts both versions of the message.

I've followed the prior thread to turn off Voice Control and reboot the phone. It stopped doing it for one day, but today it's back. And I've confirmed Voice Control is off, and I rebooted the phone again.
