I can’t download music offline. I have subscription, I have made reset of apple id and music app, but still same error. Please assist

For downloading music offline I follow manual described above. I add music to library and press icon download.After pressing status shows loading in progress, after showing that about 10% of music downloaded, after few minutes all loading status despair and the status ring remains empty for long time. in settings of music the downloaded music quantity shows 0kb.
Are trying to download with cellular or WiFi? If cellular, do you have that enabled in your Music settings.
I use cellular for downloading. Cellular is available for music. Icloud synchronisation and library synchronisation also are on.
