(1) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
(2) If the above does not work then - What is the Battery Health of your iPhone? Open Settings ➔ Battery ➔ Battery Health and let us know which percentage you see for Maximum Capacity. Also note what is written under Peak Performance. If your battery's Maximum Capacity must have a value of 80% or more for the iPhone to operate normally / efficiently.

When you attempted to erase the iPhone, which exact error message / notification do you see on your iPhone?

Everything looks good from what you have disclosed. One thing to try and that is to backup the iPhone and then erase it and restore it back to factory settings. Once that is done, then you can restore the iPhone from the backup that is created on iCloud or on a computer. If the above is something that you wouldn’t want to undertake, then I recommend that you have your iPhone examined at the Apple Store or at an Authorized Service Center.

Initially I had 9GB, but I erased a lot of photos and videos. Now I have over 40GB. When I tried to erase data, it never finished, it died or froze before it can be completed.
Yup. I did a forced restart like you suggested and the issue is still randomly freezing still. My max capacity is 88%.
