Living in different countries
I have multiple apple products can I change region on one devise without it syncing all the devises so that I can access the needed apps in a different country?

Country settings apply to your ID and automatically extend to everything signed in with that ID. You would have to use multiple IDs and have specific devices signed into different IDs in order to use the features available in a different country. Either that, or you have to be frequently changing your ID country in order to update apps from another country. However, as you can see from the link, this isn't easily done so it isn't a practical solution.
