ipad simultaneous video as of iOS 16

It was a very common use case where I would play something on say Netflix then I would swipe up show it in a Picture in Picture little window. Then I would browse for how-to, or baking, or drumming topics. Often there would be a video in the web page. With iOS 15 I could play the how-to video and Netflix would keep playing. With iOS 16 this seems to have been broken. Now starting the how-to video stops Netflix and visa a versa. Is there any way to fix this so two videos will run simultaneously like I use to do in iOS 15?

This issue is huge for me. I bought my iPad Pro specifically for its early Picture in Picture support and I loved it. Now it has been taken away. I really hope someone can tell me how to fix it. What is the point to Picture in Picture if you can’t run two videos simultaneously?

I was really hoping that iOS 16 would make Picture in Picture better not break it completely. Like add individual volume controls so I could turn down or mute the how-to videos while having the Netflix Picture in Picture at the normal volumn.

Really? I am confused, as that is not how Picture in Picture is invoked.

“While watching a video, tap  or press the Home button (on an iPad with a Home button).”

The above explanation of how to invoke Picture in Picture is from this section of the iPad User Guide:
