Given I use the HomePod as my TV output, is there a right or wrong way to turn off the TV and Apple TV so I don't always have to constantly tell Apple TV to use Home pod as the sound output? I don't understand what throws the connection off. Often I have to reset the Apple TV or the Home Pods. Thank you.

It should work. As soon as I turn on Apple TV to play any content, it immediately connects to the HomePods. You might try signing out of iCloud on your ATV, Restart it, then sign back in & set AirPlay & HomeKit up on it again. The HomePods must be assigned to the same room you’ve assigned the Apple TV to and connected to the same home wifi network. The default audio setting will only stick with the Apple TV 4K model.
