I cannot upgrade os. Can hardware be changed to make that possible without buying a brand new computer?

That model can be updated to Mac OS 10.15.7. There is no available hardware change to allow further updates.

No that will not allow you to upgrade the Late 2013 beyond macOS Catalina 10.15.7.
