smile, it asks "keyboard settings" what language screen

You mentioned that your iPhone was running iOS 16.2, is that correct? If so, you'll want to update since the most currently version at this time is iOS 16.3. Updates contain many bug fixes and feature updates that can help your device to function as expected.
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. Tap Install Now.
Update your iPhone or iPad - Apple Support
Once up to date, test to see if this continues.

nothing happens when you tap the "emoji" item on the list?
usually that list requires a longer press on smile key. Does a very quick tap bypass it?
Hi Shannon_DN, I have done all of your suggested turn off phone etc. It is still an issue. The phone hardware/software is horrible. Using the phone is beyond a bad experience, it does not function as it should.
Tom, thanks for your question....to clarify, during a text, if I want to add an emoji instead of a word, I go to the emoji option, and I get the keyboard view, just as I have shown in the screen shot. So and there is no "Quick" fix to get out of that mode. I go back to text, and then type a word, and then try to add an emoji and this very screen keeps appearing. It is not consistent either.....so sometimes I get stuck in this mode, for several attempts before I can select a very basic emoji. Very frustrating. And I have done all the suggested quick fixes - EXCEPT - I have not downloaded the most recent software 16.3; as I am waiting until they fix the new version bugs ...aka sitting it out. I have a friend who has a iPhone 12, and she is appalled at how difficult it is to navigate basic functions, as the screen responsiveness is in her words "weird".
