where is the utility that shows what the system is doing

As pervious Contributor mentioned, Activity Monitor >> View >> View ALL Processes

The Activity Monitor is often times used to Identify Runaway Processes or processes using unusually large amount to either CPU or and Memory

This this computer experiencing such an issue ?

From the Finder menu bar:

Go -> Utilities -> Activity Monitor

This should list all active processes on your machine.
