elevation gain/floor count not working on apple watch-fitness app

Hi there, I have an apple watch SE and an iphone XS. Both are up to date on updates. Ever since I got the watch, nothing records elevation gain or floors climbed. It only works if my watch is powered off and I have only my phone with me instead. I only know this because I had forgotten my watch charger and I had my phone with me and it recorded the flights climbed again (although TBH, it's not very accurate, it's usually off by about 50%).

I added a complication to the watch face to show elevation but I cannot ever see how much elevation gain occurred during a workout (or ever during the day) after initially looking at the workout on my watch (it doesn't show up in the fitness app).

I've seen people mention to restart everything, make sure all is up to date on updates, all done and none of them work. While I'm at it, any way to make the elevation gained more accurate?

Firstly flights climbed are always under estimated for some reason. Even on the iphone alone.

Secondly if you want to save accurate elevation gain on a workout such as a run then I suggest you use Strava or NRC.
